It should be possible to compensate the exposure using the exposure compensation dial any time at least one exposure variable, including ISO, is automatically set

Explanation

Aperture and Shutter priority mode (M + Auto ISO) is a semi-automatic mode. It is not possible to change the exposure by changing the aperture or shutter speed, because the camera automatically compensate by changing the ISO value.
M + Auto ISO provides quick adaptation to ambient light changes and is therefore not equivalent to M mode with manually set ISO.
